2011 Annual EEO Public File Report
The purpose of this EEO Public File Report (*Report) is to comply with Section 73.2080 (c) (6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit (SEU) that is comprised of the following stations: WBKV-AM, West Bend, WI and WBWI-FM, West Bend, WI and is required to be placed in the Public Inspection files of these stations and posted on the their websites, if they have websites.
The information contained in the Report covers the time period beginning August 1, 2010 and including through July 31, 2011.

Appendices A, B and C, which follow, have been designed, in the aggregate to provide the required information. Please note that the numbers listed on Appendix B under the column entitled “Full Time Positions for Which This Source Was Utilized” refer to the number of full-time positions listed on Appendix A. For purposes of this Report, a vacancy was deemed “filled” not when the offer was extended, but when the hiree accepted the job offer. A person was deemed “interviewed” whether he or she was interviewed in person, over the telephone, or by email.

Explanation: This position opened on June 24, 2011 with the resignation of Michael Martin, whose title was Program Director, Announcer and Production Director and whose last day was June 24, 2011. Station management made the decision to split the duties of this position and hire a Program Director (see above, hired candidate was Frederick Nagle) and recruit an individual to be an Announcer and Production Director. This decision was made after an offer was made to Frederick Nagle, who accepted the duties of WBWI Program Director, and assumed those duties in addition to his current responsibilities of WBKV/WBWI News Director.

The position was first posted to the above resources on July 19, 2011 with an end date to apply of July 29, 2011, and six candidates were interviewed from July 27ththrough July 31st, but no candidate was hired during the posting period or during the EEO period of 8/1/10 through 7/31/11. This job opening, the candidates interviewed and the candidate selected, will also be detailed in the next EEO report period dated August 1, 2011 through July 31, 2012.

Internal Company Training Program
West Bend Broadcasting, Inc., licensee of WBKV AM and WBWI FM, has an established training program that helps newly hired or promoted supervisory personnel develop skills emphasizing the importance of workplace diversity and methods of ensuring equal opportunities and preventing discrimination in exercising their duties. This program was created by the Human Resources Department of Bliss Communications, parent company of licensee and when needed, conducted by Derek Seidel, office coordinator for WBKV AM and WBWI FM.
Wisconsin Broadcasters Association Job/Career Fair
Licensee was a participant in the January 26, 2011 Wisconsin Broadcaster’s Association Career Fair during the organization’s Winter Conference at the Monona Terrace Convention Center, Madison, WI. Representing WBKV/WBWI Radio was James Hodges, Vice President/General Manager of West Bend Broadcasting, Inc. licensee. Hodges interviews and hires all employees at WBKV/WBWI Radio. Licensee was an attendee at the Wisconsin Broadcaster’s Association seminar entitled “Avoiding Discrimination in Employment Terminations” which was held on January 26, 2011. The seminar was attended by James Hodges, Vice President and General Manager, WBKV/WBWI Radio. The seminar was held in conjunction with the WBA’s Winter Convention at the Monona Terrace Convention Center, Madison, WI. Representing WBKV/WBWI Radio was Jenny Revels, Director of Human Resources, and Jenny Swales, Human Resource Specialist, Bliss Communications, the parent company of licensee. Wisconsin Broadcasters Association EEO Training Seminar
Licensee was an attendee at the Wisconsin Broadcaster’s Association seminar entitled “Compliance WithThe FCC’s EEO Nondiscrimination and Outreach Regulations – Part 4” which was held on June 22, 2011 during the organization’s Summer Conference at Grand Geneva Resort, Lake Geneva, WI. The seminar was attended by Jenny Swales, Human Resource Specialist for Bliss Communications. Swales is an assistant to Jenny Revels, Director of Human Resources, who is an active participant in the hiring of all employees at West Bend Broadcasting, Inc., licensee. Wisconsin Broadcasters Association Foundation Student Scholarship Program James Hodges, Vice President and General Manager, West Bend Broadcasting, Inc., licensee, reviewed and evaluated the resumes of college students applying for the WBA’s student scholarships. The WBA offers two $2,000 and two $1,000 scholarships to assist students enrolled in broadcasting related educational programs at four year public or private colleges and universities. Mr. Hodges completed the evaluation and returned it to the WBA by November, 2010. The packet of applications and Mr. Hodges’ evaluations are contained in the Public File and available for inspections.
Wisconsin Broadcasters Association Student Scholarship Program
A donation of $200 was made to the WBA on October 18, 2010 was made by West Bend Broadcasting, Inc., licensee, and submitted to the WBA by its parent company, Bliss Communications.
